Rainwater flooding onto driveway

At the end of the Hartshill cul-de-sac the property at the end (28a Hartshill) is repeatedly getting the driveway flooded from water coming from the parkland. we have videos to show the severity of it but I cannot upload them here. We have given the tenants sandbags, we have raised the doorstep and we have had a new drain installed on the driveway, however the issue continues.
