Inadequate Response by Surrey CC

Sent to Surrey County Council less than a minute later.

You will recall, or not, it is exactly a year since I wrote to the Council raising serious concerns about the works that were being carried out on Wharf Road by Blu3. It was also at that time we had our water main severed and gas supply disrupted by that contractor. It was clear at that time that the standard of works being carried out was below that required under the Regulations. As an advisor to the Department for Transport I know a little bit about the applicable Regulations that were not being followed then. If they had of been followed the remedial works you speak of would not now be necessary. I would also point out that what I have seen would suggest that the the Regulations are not being followed now in their entirety. Also it is not correct to say that these works do not carry a requirement to notify residents. They do, especially where the entrance to their properties are to be affected; there is legislation in place when the entrance to ones property is obstructed, even temporarily, as a result of such street works especially when 24 hour access is required because of medical vulnerability issues.

You are clearly no aware of the continual upheaval these works have had on Wharf Road since last year. There has been at least four sets of separate works before these current works to repair the power cable and put in junction boxes since the trench was originally cut down Lake Road and Wharf Road. Does this not raise concerns at the competence of the contractors carrying out the works?

On a final point I am not prepared to be inconvenienced by these works. It is the responsibility of Surrey CC to ensure the works being carried out are fully compliant with the Regulations and to the required standard. I do not believe that to be the case and intend to take this much further.
