Every time there is significant rainfall a lake forms at the exit of Lincoln Way onto Windmill Road and extends past lighting column 15 to the pedestrian entrance to International Way. It often reaches half-way across the northbound side of Windmill Road rendering the pavement impassable due to walls of water created by the fast-moving traffic.
