Hedge extending more than 2 feet beyond street signage

Overgrown vegetation is spilling from Common Land onto Sandpit Heath - so much so, that it is now more than 2 feet in front of the street name plate! As a result, cars are being severely scratched as they pass cars parked on the residential side of the road. This happens for 2 hours each weekday due to the volume of traffic generated by school traffic.
