Council Vehicle Dangerous Parking

I’d like to report and complain about one of your vehicles which was parked fully on the footpath and bicycle lane blocking both today. This was on the corner of Weybridge Road and Hamm Court. image001.png 51°22'20.7"N 0°28'02.2"W app.goo.gl The pictures show the driver reversing off the path. The vehicle was fully on the path at 1040 this morning. I was on my bike and couldn’t pass the vehicle without going on to the road. Not only was this an obstruction of the pathway but also a hazard to drivers whose view would have been obscured on an already dangerous junction. When I passed, the driver wound down the window and asked if I worked for the council!? She seemed oblivious to the parking situation. I pointed out that she was blocking the pathway at which point she moved as shown in pictures. This hardly sets a good example from an employee driving a Highways vehicle, and if this was a member of the public would probably get a ticket from the police. Please can acknowledge and advise what action you’re going to take on this?
