Tree blocking light to property

Good morning, after contacting Tandridge council regarding this tree they have directed me to contact yourselves as the tree is on the roadside and not their responsibility. I have attached a picture and would kindly asked if this tree in Broadbridge Lane adjacent to the rear of my property in Larkfield Court could be pruned, the tree doesn’t need to be completely removed but it has grown significantly over the past few years and is now excessively large and blocks light from my garden. It is around 70ft (old money and no tape measure) so just a guesstimate. I do also have concerns when it is extremely windy that it will fall, probably unfounded but it does sway an awful lot.
