Constant flooding in Martyrs Lane

Sent to Surrey County Council less than a minute later.

There is a major problem with flooding on Martyrs Lane.

I was told previously that the gulleys/ditches/drains in the affected area were blocked (driving through today you can see they are absolutely full of fallen tree branches etc). I understand that they may be on private land but surely there must be some sort of enforcement action that can take place if it is causing a danger on the public highway?

This road will be lethal in the winter months, when all that water including the residual dripping from cars begins to freeze along the length of the road... It really needs some attention now.

This was not a problem until a few years ago so there should be no fundamental reason why this can't be solved.
