Eruption on pavement causing hazard - 3 people tripped over

Sent to Surrey County Council less than a minute later.
Although this looks small, three people have tripped and fell in teh past week. My daughter came off her skateboard and ended up in A&E with concussion, another lady tripped while carrying a baby. This little mound if growing - it maybe that a plant is trying to break through? This is a very busy pavement with lots of school children walking and on bikes and scooters each day - I worry there will be another accident.
