Flooded close and road

Large puddles and road flooding appear mid close and at the end of the close with rain. It subsides slowly as long as the rain stops. Should we have persistent hours of heavy rain like last night, the road floods terribly and is likely to flood the houses 22-28 who are below road level. There seems to be only 2 inadequate drains for the entire road and close. Something needs to be done.
